WP MCP 0.8.109: Site Health, content export

WP MCP 0.8.109 is out. Here is what changed in this release:

• Fix: Site Health, content export and broken-link scan tools no longer advertise themselves as read-only, since they can send a test email, write an export file or queue a background scan. Clients that auto-approve read-only tools now ask first.
• New: a registry check keeps any tool that can cause a side effect from advertising itself as read-only.
