WP MCP 0.8.113: Site-wide governance

WP MCP 0.8.113 is out. Here is what changed in this release:

• New: site-wide governance. A default-off site_wide setting on update-governance-settings logs ability calls made outside the MCP endpoint (the core abilities REST route, other servers, WP-CLI or other plugins’ PHP), for third-party abilities as well as wpmcp’s own, and in enforce mode refuses abilities you disabled by name on every entry point.
• Every governance audit log entry now records where the call came from (mcp, rest, server, cli or php), and list-governance-audit-log can filter by it.
• A call through the MCP endpoint or the core REST run route now leaves one audit entry instead of two.
