WP MCP 0.8.139: update-settings and get-settings now cover the site language

WP MCP 0.8.139 is out. Here is what changed in this release:

• update-settings and get-settings now cover the site language (WPLANG), timezone (an identifier such as Europe/Berlin, or a UTC+N offset), date format, time format and first day of the week, each change undoable with rollback-operation.
• Selecting a language that is not installed yet installs its core language pack first (needs the install_languages capability and direct filesystem access); an unknown locale or a failed install writes nothing and says why.
